Position Overview:

The Program Manager is a critical role responsible for the effective oversight and execution of the awarded task order. To ensure a seamless transition and orderly startup of work, the designated Key Program Manager (KPM) and Alternate Key Program Manager (AKPM) must be available on the effective date of the task order. This position demands exceptional leadership, organizational skills, and the ability to represent the contractor to the Government Contracting Officer (CO) and Contracting Officer Representative (COR).

Responsibilities:

• Serve as the primary point of contact for the task order, ensuring all requirements are met and objectives are achieved.
• Ensure the availability of the Key Program Manager and Alternate Key Program Manager on the effective date of the task order.
• Adhere to contractual obligations regarding personnel changes, including obtaining written concurrence from the CO for any substitutions or replacements.
• Notify the CO and COR at least ten (10) business days in advance of proposed personnel changes, providing justifications and resumes of replacements who meet or exceed the qualifications of the outgoing personnel.
• Respond promptly to Government notifications regarding unsatisfactory personnel performance by submitting an equal replacement resume within five (5) business days and providing the approved replacement within an additional ten (10) business days.
• Be physically present at designated Government facilities within 24 hours of a meeting request, ensuring immediate availability for critical discussions.
• Oversee and monitor recruiting and retention practices to ensure consistency and compliance with contractual requirements.
• Manage program resources effectively, maintaining clear communication with all stakeholders and ensuring deliverables align with task order objectives.

Key Requirements:

• Experience: Demonstrated expertise in program management, with a proven track record of managing large, complex projects. Experience must include authority to represent the contractor to the CO and COR.
• Availability: The KPM and AKPM must be physically present at Government facilities within 24 hours of a meeting request.

Personnel Management:

• Maintain a robust system for monitoring recruiting and retention practices to support program stability.
• Ensure timely and justified requests for personnel changes, with clear documentation of circumstances necessitating replacements.
• Monitor the performance of all assigned personnel, addressing deficiencies promptly and effectively.
